FMCSA’s Unified Registration System Phase Two

Beginning September 30th, the Federal Motor Carrier Safety Administration will launch its second phase of the Unified Registration System making it the exclusive registration database for all motor carriers, state licensing and roadside safety enforcement personnel. The URS will better identify unsafe companies that attempt to re-enter the industry as an unrelated business entity. All registration entities subject to FMCSA Regulations will begin using the URS. The only exemption will be Mexican long-haul carriers. The FMCSA will stop accepting paper forms or faxes to update records.

Before this phase begins, companies that only had MC and FF numbers will receive USDOT numbers. USDOT numbers will continue to be free up until September 30th. On that date, applicants must begin paying a $300 fee for each registration type. From the FMCSA.dot.gov site,“On September 30, 2016, all new and existing entities must process new applications and updates to existing records using the new online system with the MCSA-1 form. FMCSA will not accept paper forms or faxes…USDOT numbers will be the sole identifier for all entities under FMCSA jurisdiction. FMCSA will discontinue issuing MC numbers and FF numbers when the Unified Registration System launches.”
